Ms. Kearney has an
extensive background in Medical Billing and
Government Health Care-Finance Administration (HCFA)
Guidelines and is a graduate of the National
Association of Ambulance Coders. She has achieved
many commendations and certifications in her career
path, which has taken her to both the East and West
Coasts with over 28 years experience in healthcare
and EMS. Her background was instrumental in the
process of national accreditation by the Commission
on Accreditation of Ambulance Services (CAAS) three
consecutive times. Kay is a certified American Heart
Association Instructor Trainer in which she has 200
certified instructors she mentors. She is a graduate
from the University of Phoenix receiving her
Bachelor’s Degree in Business Management and her
Masters Degree in Health Administration.
Kay
currently sits on the Board of Directors for the
South Orange County Chambers of Commerce as
Vice-Chair of Finance, and Vice- Chair of Economic
and Business Development, Tustin Community
Foundation as Grants Chair, City of Tustin CDBG
Grants Chair 2011, Advisory Board Member TIP (Trauma
Intervention Program), Ambulance Association of
Orange County as Secretary, City of Rancho Santa
Margarita, Appointee to the Business and Economic
Development Committee, Past District President of
the California/Nevada Exchange Clubs, and Past Chair
of the Raise Foundation.
In 2002 Kay formed
the Workers’ Comp Task force for South Orange
County, with the aid of Chambers of Commerce from a
total of 11 cities, the County of Orange,
Assemblywoman Patricia Bates office and Senator Bill
Morrow’s office. Her task force produced 400
responses from a survey of 3600 business that
resulted in a proposal to Insurance Commissioner
Garamendi and a legislative bill (SB 893 Morrow).
Her proposal was signed into law in 2004 by Governor
Arnold Schwarzenhagers Workers’ Compensation Reform
Package.
